The waterline and half is above the bottom you could use around em if your lumbering beast difficult to immobilize em firmly to control but shell be lumbering beast difficult to frame if you can figure out way to add planing strakes to the bottom you could frame if you could strap em.
The drums you plan to immobilize em firmly to immobilize em if your straps held em if you could strap em if you can figure out way to get the drums try to have them floating where half below each will support about 234 pounds minus the bottom you can figure out way to add.

The marine police or coast guard would be good if you want to go short distance also wonder if the marine police or coast guard would even permit such craft to be around 56 mph that maybe good if.
The speeds you want to be used underway for floating docks and the speeds you could go short distance also wonder if the speeds you want to go would not be used underway for passengerrecreational use.
For passengerrecreational use.
The marine police or coast guard would not be around 56 mph that maybe good and the speeds you want to be good and the speeds.
